1The Order and this Charter

The Eurabelt Custodial Order (“the Order”) is the name under which Eurabelt Fuels Ltd and its group companies hold and operate the Eurabelt verification system for the fuel industry. This Charter records why the Order exists, the principles it follows and how its sites relate to one another.

The group companies of the Order are:

  • Eurabelt Fuels Ltd, registered in England and Wales, company number 16639303, registered office Flat 11 Clothier House, Kinveachy Gardens, London SE7 8EF, United Kingdom;
  • Eurabelt Fuels, Canada, corporation number 17303785;
  • Eurabelt Fuels, Trinidad and Tobago, company number 10017296;
  • Eurabelt Fuels (Pty) Ltd, South Africa, registration number K2025/850330/07.

Eurabelt was founded in 2024. The Charter is written for a horizon of a hundred years — MMXXIV to MMCXXIV — and is kept as document EBF-DOC-001 of the Master Document Register.

2Purpose

The Order exists to give the fuel industry — international and national oil companies, refineries, procurement organisations, financial institutions and public bodies — a dependable way to know who they are dealing with before they deal.

To that end Eurabelt:

  • verifies companies, people, banks, vessels and documents against official records and published policy;
  • onboards buyers and sellers that pass verification, and matches verified counterparties;
  • monitors the structure of each engagement so that every step is taken in order;
  • keeps a public record of its own documents, certificates and registrations, so that anyone can check them.

3What Eurabelt is, and what it is not

Eurabelt is verification infrastructure. It is not a trading house. It is a system that verifies information and documents; it needs no trading floor and no offices to do so.

Eurabelt does not buy or sell petroleum products on its own account, does not hold the funds or the cargo of the parties, and does not negotiate on their behalf. Buyers and sellers make their own decisions and use their own teams to carry out their transactions. Eurabelt is the Custodian of the system through which they are verified, and it watches over the structuring of each engagement so that it proceeds in the right order.

4Principles

4.1 The parties transact; Eurabelt verifies.

Every role in the system follows from this sentence. Commercial decisions belong to the parties. Verification belongs to the system.

4.2 Determinations are made by the system

Whether a party, a document or a bank passes verification is determined by the system against documents and published policy. Determinations are system-generated, not discretionary: no individual — Custodian, representative or officer — can pass a party that has failed, or fail a party that has passed.

4.3 Onboard once. Verified continuously.

A party is onboarded once and remains under verification for as long as it takes part. A verified status reflects the records at the time it is checked; it is not a permanent licence.

4.4 Custodians observe, verify and escalate

Custodians are the people entrusted with the system. They observe, verify and escalate. They never negotiate for a party, never hold funds or cargo and never sell access to a determination.

4.5 Verification is never sold

No member, partner, Custodian or representative of Eurabelt may ask for, request or accept any payment for onboarding, sanctions screening, registration or verification, or for any act within their custodial responsibilities.

4.6 Companies and public bodies only

Eurabelt works with legally registered companies, public bodies and intergovernmental organisations, through company e-mail addresses on their own website domains. It does not transact with individuals or with unregistered entities.

4.7 Registration establishes accountability; representation establishes reach

The Order is registered in four jurisdictions, where it answers to the law. It reaches further through representatives who are listed by name, and only through them.

4.8 Only the listed act

Every Custodian and representative is listed on leadership.eurabeltfuels.com. A person who is not listed there is not part of the company and has no authority to use its name.

4.9 Proof is public

Every certificate, code and registration that Eurabelt issues or relies on can be checked by anyone, free of charge, at the Verification Centre or on the official register concerned.

4.10 Confidence is kept

What the parties entrust to the system is used to verify them and for nothing else. It is shared only as the published policies of each platform, and the law, allow.

5The motto and the seal

The motto of the Order is Unity · Secrecy · Custodianship. The Order reads it this way:

  • Unity — one standard of proof, applied alike in every jurisdiction and on every Eurabelt site;
  • Secrecy — the confidence of the parties is kept; their information serves verification only;
  • Custodianship — the system is held in trust, and its record is kept so that it can be checked.

The seal of the Order — navy, silver and gold, bearing the motto — marks the Order’s sites and documents. It may not be used to suggest endorsement or authority; see the Sharing, Linking and Brand Use Policy (EBF-DOC-008).

6The sites of the Order and how they relate

The Order works through a number of websites, each with its own purpose. They relate as follows.

6.1 eurabeltfuels.uk — the master site and register

eurabeltfuels.uk is the master site of the Order. It is the directory of every Eurabelt platform, explains what to know before going to each, holds the Verification Centre and keeps the Master Document Register. There is no registration, sign-in or account on eurabeltfuels.uk.

6.2 Eurabelt Fuels Global Statistics — the structural home and the one account

stats.eurabeltfuels.com is the structural home of the system. It publishes official energy statistics, rankings, prices and Eurabelt Publications, and holds the one Eurabelt account. Membership (tiers T0 to T3) is requested and held there, and the Eurabelt compliance tools are opened from there by those to whom they are delegated.

6.3 Leadership — the register of Custodians

leadership.eurabeltfuels.com is the register of the Custodians and representatives of the Order. It is the only authoritative list of the people who act for Eurabelt.

6.4 The platforms

Verification portals (banking, sanctions, vessels and passports), registries (the EBRICS Registry and Introducer Agreements), Government Engagement Publications, Corporate Social Responsibility and secure environments available by invitation each serve one purpose. The Ecosystem directory describes each and says who may use it.

6.5 Their documents

Each site is governed by its own terms and policies, which remain authoritative on that site. Every one of them is entered in the Master Document Register with a permanent number, under the Master Document Register Policy (EBF-DOC-010).

7Jurisdictions and representation

The Order is registered in the United Kingdom, Canada, Trinidad and Tobago and South Africa. Its registrations — company numbers, NATO NCAGE codes, SAM.gov Unique Entity IDs, the United Kingdom EORI number and the ICO registration — can be checked on the official registers from the Credentials page.

The Order has representatives in the United States, Barbados, West Africa (Ghana and Nigeria), Central Africa (Cameroon), India, the Middle East and Asia. Representatives act only within the role recorded for them on the leadership register.

8Record and amendment

This Charter is EBF-DOC-001 in the Master Document Register. Amendments are made by Eurabelt Fuels Ltd, recorded with a new version number and effective date under the Master Document Register Policy, and published here. The version in force is always the one published on eurabeltfuels.uk.

9Governing law

This Charter is issued by Eurabelt Fuels Ltd and is governed by the law of England and Wales.
