Vision 2030 is moving petroleum-adjacent commerce out of a single well-resourced national operator and into hundreds of smaller entities — each carrying, individually, the documentary risk that Aramco absorbs institutionally.
Britain has lost a third of its refineries since January 2025. A country that refines its own crude verifies its supply chain structurally; a country importing finished product verifies it transactionally, one counterparty at a time.
Record 2026 exports created counterparty relationships formed under compressed diligence. Those relationships persist after the disruption resolves; the diligence abbreviated at the time is rarely revisited.
A portfolio rebuilt at speed from more origins, through more intermediaries, is a portfolio requiring more counterparties to be verified correctly — against regimes that do not agree with one another.
Canada is deliberately ending a single-customer export model. Each waterborne cargo introduces undisclosed principals, third-party charterers and multi-jurisdiction vessel ownership that pipeline delivery never required.
Refining capacity has roughly halved since 2020. The majority of refined product is now imported — and each cargo is a fresh counterparty assessment falling on importers least equipped to perform it.
The Dragon field licence sequence is the clearest public demonstration anywhere in global energy that sanctions position is a state to be monitored, not a fact to be established once.
A benchmark derived from trades between unverified counterparties is not a benchmark — and the discount international counterparties apply to an unverified market is paid by West African producers.
Gas imported from one member state and processed in another, pipelines crossing several jurisdictions, fields developed across maritime boundaries — every element requires standing, ownership and sanctions position to be established and kept current.
Nineteen straits and canals, each classified against the authority that documents it: petroleum-certified where the U.S. Energy Information Administration counts it among the world's oil transit chokepoints; maritime-certified where the IMO has adopted routeing or traffic separation measures.
